Rather than auditing and dealing with rich white people for whom the US is a tax haven and for whom it overlooks massive amounts of tax fraud and tax dodging, the US tax agencies over audit poor Black people. 

There are a number of factors in this.  Racist targeting of Black people based on bullshit racist beliefs about them being dishonest or greedy.  Class based targeting sweeping up Black communities more because of racist economic inequality.  And rich white people’s control of a government and political system designed to entrench that control and exempt them from the laws they make for everyone else to be forced to follow.
